베라 플로렌스 쿠퍼 루빈(Vera Florence Cooper Rubin, 1928년 7월 23일 ~ 2016년 12월 25일)은 은하 회전 속도에 관한 선구적인 연구를 수행한 미국의 천문학자이다. 은하 회전 곡선을 연구하여 은하의 예측 각운동량과 관측 각운동량 사이의 불일치를 밝혀냈다. 이는 은하 회전 문제에 대한 최초 증거이자 암흑물질을 뒷받침하는 핵심적인 근거 중 하나가 되었다. 이후 다른 천문학자들이 21센티미터 수소선 전파망원경을 이용한 측정을 통해 이를 확증하였다.

She uncovered the discrepancy between the predicted and observed angular motion of galaxies by studying galactic rotation curves, the first evidence for the galaxy rotation problem, one key piece of evidence for dark matter.
